Convert Development branch from AJAX 1.0 (Visual Studio 2005) to AJAX 3.5 (Visual Studio 2008) as part of migration of AJAX Control Toolkit to use AJAX 3.5 as a base for future releases. This check-in migrates the Prototype project's CSPROJ and Web.config files. Entire solution now opens and builds clean. |

Description: Rating control jumps to top of page when used in an updatepanel and async postback. This is caused by the <a href="#"> tag currently. I have changed to href="javascript:void(0)" to prevent any movement on the page.
Tested on FF and IE7.

User description: Bug 10900: Two invalid validators, first callout is shown. Data is fixed, push submit, second validator should show. This also solves 12342, 15698, and 11701 which were duplicates of this problem.
