Change all source code file with utf-8 with signature.

Make LockVersion works for web page when using DbEntryDataSource.
So it will judge if it is edit page and have a lockversion column, it will get the object by id and lockversion.

Add web control NoticeLabel.

ObjectDataSource only works for class but not interface.
So IoCObjectDataSource is need for IoC mode.

Remove TransactionRequestFilter from Lephone.Web.
It doesn't work for page bacause the HttpModule runs in another thread.
PostSharp is a better way to handle such issueses.

Add XDictinonary to Lephone.Util.
