Removed SdkDoc makefile command and associated files since this required downloading and installing another utility and the SdkDoc's are not being updated so they don't need rebuilding.

Modify the changes made as part of 14467 (GUID for LearnerAssignmentId) that changed the HTML Query Parameter initially defined in 14439 (Add support for the LearnerAssignmentId to HTML Content) from ?LearnerAssignmentId to ?LearnerAssignmentGuidId. This change broke the Services and the Multiple Choice Question element. Fix bug 15618 found in the initial CMI data model checkin where the link between ActivityAttempt and Interactions was omitted from TrackingDataContract.cs.

This GUID column acts synonymously with the long identifier and identifies a LearnerAssignmentItem uniquely. This is a schema breaking change and requires changes to existing databases. - Following application pages expect the more difficult to guess GUID instead of the long identifier for the LearnerAssignmentItem's identifier - Lobby, Frameset, Grading

The difference in this new version is the change in the keypair used to sign these assemblies. While releases, 1.0, 1.1, 1.2 worked with the language pack versions 1.0.799.0, releases after 1.3.0 will work with the 1.1.0.0 language packs.
