The current script options menu's text color will change to slowly and subtly blinking reds to indicate an out-of-date script. The current server-side code will eventually be moved, but this works well enough for our current purposes.

Chat time stamp and date stamp settings are now global instead of per-game, ditto for whether or not the chat and map size adjusters are available and whether the attack range assistant is active. Actual sizes of map and chat box are per-game.
