Work Item 1617: Added controls for setting custom hotkeys and shortcuts. Controls are on ney Keyboard tab in the options dialog. Not yet complete or fully functional. Custom hot keys are not being registered yet.

Fix for workitem #1272. Changed build configuration to x86 processor. Should run properly on x64 machines now. Also added the extra files ReadMe.htm, License.rtf, and CropperExt.cs (example plugin file) to source control for the setup project.
