Accents are not displayed correctly in CHM's Contents

When there are accents in the Topics of a Word Document, then when the CHM file is created the accents are not correctly displayed.

64 bit support

Apparently running the powershell scripts fails on 64 bits systems with this error: Add-PSSnapin : No Windows PowerShell Snap-ins are available for version 1.
