Fixed as per reason in work item.
Added single line;
hierarchyService.AddHierarchy(hierarchy);
to make Configuration.EnvironmentalOverrides.SaveMergedEnvironmentCommand.TemporaryConfigurationHierarchy constructor functionally equivalent to Configuration.EnvironmentalOverrides.Console.ConfigurationMergeTool.LoadMainConfiguration().
