We can check if the user is active via SHQueryUserNotificationState. Check this before attempting to show a pop-up.
Comments: This Win32 call works onlly on Vista. We're not gonna implement it for the time being.

Changed some of the logic in the song name finding to use Joshua Flanagan's ReadableRegEx library. Improved the readability of the code through some choice extension methods.

If a favorite artist/song played while you were signed in as a different user, then you sign in later as that first user, the balloon showing your favorite artist/song still shows, even though that artist/song play has long since finished.
