Web app pool creation. In our deployment scripts, we have a need to set more of the options on the app pool. For instance the restart schedule and queue limit. The restart schedule is a semicolon-delimited list of times in hh:mm format.

I've tried to replace a strings inside an .rc file using the File.Replace task. After replacement the ASCII .rc file uses UTF-8 encoding with byte order mark at the beginning. File.Replace should not change the encoding.
I've added an optional TextEncoding parameter to allow enforcing the file's text encoding.
