Using a url like: /foo.jpg to load foo.jpg from the xap file will only work in LoadComponent, not LoadXaml. This is confusing behavior because not only is it inconsistent, it's not well documented....

Today FileIO points to the XAP, which limits FileIO to read-only. However, it's extremely useful for require/import since it will look inside the XAP for files. Though, if FileIO looked at Isolated...
