Install fails when VB is not installed

Description

I have VSTS installed (Developer and Database editions) with C# and C++ languages loaded. When trying to install the latest drops, I recieve an error about missing VisualBasic files and the installer rolls back. I will go ahead and try to compile the source and see if I can install it that way, since this is a company machine and I cannot install VB on it.

This is not a Low impact. We are dead in the water if we don't have VB support. Is there a Registry key that we can use to fake out VB installation for a short fix?

We are currently looking into this. In the short term we will have a document soon that describes how you can disable VB support in the packages.

We need to figure out how to solve this issue. VB.NET cannot be an expected requirement for those who don't have a valid license.

Thank you.
