Having a way to reference a package stored in Sql Server would be a big help so I can copy my test between environment and simply update a reference to a Sql Server that holds the packages there.

Setup and Teardown should be under the Tests node. Then, each set can be named Setup and Teardown, rather than TestSuiteSetup, etc. More understandable XML.
