The "RecycleAppPool" and "Copy to GAC" ECB menu items both fail if you have any stopped AppPools in IIS. Simply stop an app-pool in IIS and use either menu items to replicate:

I use VS extension and find that for build command WSPBuilder.exe.config is not taken from the project directory. Rather it's taken from C:\Program Files\WSPTools\WSPBuilderExtensions instead.
